I have a problem with ns2.dollardns.net — it's down (can't ping). My registrar can't test it too. What's happend?

I haven't seen any interruption in service. And it does respond to pings. But perhaps you are talking about your master zone not being copied to ns2? If that is the case, it should now be corrected.
